What Is the EaP Civil Society Fellowship 2025?
Funded by the European Union (EU), the EaP Civil Society Fellowship Programme supports individuals from Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine who have innovative ideas to advance civic engagement or develop digital solutions.
Whether you aim to enhance participatory decision-making, improve accountability and rule of law, or foster inclusive digitalization, this programme provides both financial support and capacity-building to help you succeed.
Degree Level
Types of Fellowships Available
Applicants must choose one of two fellowship tracks:
- Civic Digital Fellowship
- Ideal for tech-savvy applicants planning to:
- Launch advocacy campaigns on transparency or e-governance.
- Develop new digital solutions.
- Enhance open data initiatives.
- Improve public service delivery through technology.
- Community Engagement Fellowship
- Suitable for applicants aiming to:
- Collect and analyze local evidence on public services.
- Engage in policy-making and advocacy.
- Train others in civic leadership or CSO accountability.
- Foster collaboration between CSOs.
Available Subjects
Priority Theme 2025: Countering Misinformation and Disinformation
For the 2025 fellowship call, projects focused on countering misinformation and disinformation will receive additional evaluation points. Applicants are encouraged to propose ideas such as:
- Building media literacy and raising awareness.
- Developing digital tools to detect and counter misinformation.
- Supporting vulnerable communities against disinformation.
- Creating advocacy campaigns or collaborative networks.
Benefits
Selected EaP Civil Society Fellows 2025 will receive:
- Up to €5,000 to implement their fellowship project.

Eligible Nationalities
This fellowship is open to applicants from Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine.
Eligibility Criteria
Who Can Apply?
You are eligible if you:
- Are 18 years or older and a citizen of Armenia, Azerbaijan, Belarus, Georgia, Moldova, or Ukraine.
- Are motivated to support your civic community.
- Have a project idea in either community engagement or civic tech.
- Possess a working knowledge of English.
Application Procedure
How to Apply
- Download and review the 2025 Fellowship Application Guidelines.
- Submit your Concept Note online by May 31, 2025.
- Shortlisted applicants will be invited to submit a Full Application by July 15, 2025.
Important: Concept Notes are evaluated on a rolling basis. Early applications have a better chance of moving quickly to the next stage.
