The Government of Azerbaijan has officially opened applications for the Heydar Aliyev International Education Grant Program 2025-2026. This prestigious scholarship, administered by the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan, offers full financial support for international students to pursue their education at Azerbaijan’s top universities.
The program commemorates the national leader Heydar Aliyev and aims to contribute to global human capital development while promoting Azerbaijan as a hub for quality education.
Degree Level
This fully funded program supports studies at various educational levels, including:
- Bachelor’s Programs (4–5 years)
- General Medicine Programs (5–6 years)
- Master’s Programs (1.5–2 years)
- Medical Residency Programs (2–5 years)
- Doctoral (PhD) Programs (3 years)
- Preparatory Courses (6 months–1 year)

Benefits
Selected candidates will enjoy a comprehensive benefits package, including:
- Full Tuition Fee Coverage: Including preparatory language courses if needed.
- International Airfare: Economy-class tickets to and from Azerbaijan once per academic year.
- Monthly Allowance: 800 AZN (approx. USD 470) for accommodation, daily expenses, and educational materials (for 10 months annually).
- Medical Insurance: 200 AZN (approx. USD 117) yearly for medical care.
- Visa and Residence Support: Single-entry visa and temporary residence permit for the duration of the study program.
Eligible Nationalities
Be a citizen of of one of the following:
- Member states of the Organization of Islamic Cooperation (OIC)
- Member states of the Non-Aligned Movement (NAM)
- Small Island Developing States (SIDS)
- Countries sharing common cultural, historical, or ethnic ties with Azerbaijan
Eligibility Criteria
Meet the age requirements:
- Undergraduate & General Medicine Programs: Under 35 years old by September 15, 2025
- Graduate & Medical Residency Programs: Under 40 years old
- Doctoral Programs: Under 45 years old
- Hold a strong academic record (minimum GPA equivalent to 70/100 or 7/10).
- Have sufficient proficiency in the intended language of study (English, Russian, Turkish, or Azerbaijani).
Application Procedure
Applicants must submit:
- Completed nomination form (first stage)
- Educational diplomas and transcripts
- Medical certificate (including HIV/AIDS and Hepatitis B/C tests)
- Valid passport copy
- CV/Resume
- Motivation letter
- Proof of language proficiency (e.g., IELTS, TOEFL scores)
- Copies of any local or international awards (if available)
Documents must be clear, legible, and in English, Azerbaijani, Turkish, or Russian. Any document in another language must be accompanied by a notarized translation.
Application Procedure
The process is divided into two main stages:
- First Stage (Nomination):
- Apply through your country’s relevant government authorities (Ministries, Embassies, etc.) before May 15, 2025.
- Second Stage (Online Registration):
- Shortlisted candidates will register and submit applications through the Study in Azerbaijan Centralized Admission Service (SIACAS) portal (portal.edu.az) between June 1 and June 15, 2025.
Candidates can choose up to three study programs across different universities.
Important Dates:
- March 15 – May 15, 2025: Submission of applications to relevant government authorities (first stage).
- May 16 – May 31, 2025: Review and evaluation of candidates by government authorities.
- June 1 – June 15, 2025: Registration of applications through the SIACAS online portal (second stage).
- June 16 – July 15, 2025: Final review and evaluation of candidates.
- July 16 – July 31, 2025: Notification of selected candidates.
- September 15, 2025: Start of the academic year (may vary for preparatory course students).
September 30, 2025: Last date for arrival in Azerbaijan.
Key Considerations
- Official nomination does not guarantee the scholarship; final selection lies with the Selection Committee.
- All scholarship-related communication will be conducted through the SIACAS portal.
- Selected students must comply with scholarship regulations, immigration laws, and academic commitments throughout their stay.
