Government of Azerbaijan Scholarships

The Government of Azerbaijan is now accepting applications for the prestigious Heydar Aliyev International Education Grant Program 2025-2026. Managed by the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan, this scholarship offers full financial support for international students to study at Azerbaijan’s top universities.

This initiative honors the legacy of the national leader Heydar Aliyev and aims to build global human capital while positioning Azerbaijan as a rising educational hub.

Degree Levels Offered

The scholarship covers a wide range of academic programs, including:

• Bachelor’s Programs (4–5 years)

• General Medicine Programs (5–6 years)

• Doctoral (PhD) Programs (3 years)

• Preparatory Courses (6 months–1 year)

Scholarship Benefits

Successful candidates will receive a comprehensive support package, including:

• Full Tuition Coverage, including preparatory language courses if needed

• Round-trip International Airfare (economy class, once per academic year)

• Monthly Allowance: 800 AZN (approx. $470 USD) for living expenses, accommodation, and educational materials (10 months per year)

• Medical Insurance: 200 AZN (approx. $117 USD) annually

• Visa and Residence Permit Support for the entire study duration

Who Can Apply? | Eligible Nationalities

Applicants must hold citizenship from one of the following groups:

• Member states of the Organization of Islamic Cooperation (OIC)

• Member states of the Non-Aligned Movement (NAM)

• Small Island Developing States (SIDS)

• Countries with historical, cultural, or ethnic ties to Azerbaijan

Eligibility Criteria

Applicants must meet the following requirements:

• Age Limits:

  • Undergraduate & General Medicine: Under 35 years (by Sept 15, 2025)

  • Graduate & Medical Residency: Under 40 years

  • Doctoral Programs: Under 45 years

• Academic Excellence: Minimum GPA equivalent to 70/100 or 7/10

• Language Proficiency: Must be proficient in English, Russian, Turkish, or Azerbaijani

Required Documents

Prepare the following documents for submission:

• Completed Nomination Form

• Educational Diplomas and Transcripts

• Medical Certificate (including HIV/AIDS and Hepatitis B/C tests)

• Valid Passport Copy

• CV/Resume

• Motivation Letter

• Proof of Language Proficiency (IELTS, TOEFL, etc.)

• Copies of International or Local Awards (if available)

All documents must be clear, readable, and in English, Azerbaijani, Turkish, or Russian. If not, notarized translations are required.

Application Process

The application process is divided into two main stages:

Stage 1: Nomination

• Apply through your country’s relevant government authority (Ministry of Education, Foreign Affairs, or Embassy) before May 15, 2025.

Stage 2: Online Registration

• Shortlisted candidates will be invited to register online via the Study in Azerbaijan Centralized Admission Service (SIACAS) portal at portal.edu.az from June 1 to June 15, 2025.

• Applicants can select up to three study programs across different universities.
